Notice to Expand the Delivery/Bid Points in the Port of Houston, Texas

NOTICE TO THE TRADE DATED JANUARY 24, 2008

USDA, Farm Service Agency, Commodity Operations, Kansas City Commodity Office Notice to Expand the Delivery/Bid Points in the Port of Houston, Texas

Effective with International Procurement Division’s Invitation for Bid (IFB) 028A, which will be issued February 6, 2008, the Notice to the Trade EOD-150 (Pilot Program for Load Port Surveys and Processed Commodity Bidding Basis Houston, Texas) is cancelled. Therefore, beginning with Inv. 028A, all steamship lines submitting freight proposals f.a.s. Houston, must offer basis the new Houston delivery/bid point codes below.

IN ADDITION, THE “FREE ALONGSIDE SHIP (F.A.S.) HOUSTON” (HOUS) DELIVERY/BID POINT WILL BE ELIMINATED AND IN ITS PLACE, F.A.S. VESSEL DELIVERY/BID POINTS WITHIN THE PORT OF HOUSTON WILL BE EXPANDED TO THE ELEVEN LOCATIONS SHOWN IN THE FOLLOWING TABLE. PLEASE NOTE THAT COMMODITY SUPPLIERS WILL BE RESPONSIBLE FOR UNLOADING RAIL CARS AND STEAMSHIP LINES SHOULD NOT/NOT INCLUDE THE COST OF UNLOADING RAIL CARS IN THEIR FREIGHT PROPOSALS.

The following f.a.s. vessel definition within the Master Solicitation for Commodity Procurements will apply to theses locations:

"F.a.s. vessel" means free of expense to the Government delivered alongside the ocean vessel and within reach of its loading tackle at the specified port of shipment, or to the USDA approved warehouse/berth/terminal transload facility as designated by the ocean carrier.

Freight Bids under IFB 028A are due February 14, 2008. In order for freight bids on commodities destined for the Port of Houston to be considered, ocean carriers must use the delivery/bid point codes listed in the table above.
